The HILL Model is a proven multi-year process that changes the culture of schools. Our science-based approach features a literacy roadmap, which any school can use to develop the processes and skills to reach every child and dramatically improve literacy rates.
Systemic and Sustainable

School districts are the front lines in the war against illiteracy. Choosing an approach, implementing a literacy improvement process, evaluating results and refining go-forward programs all require focus and commitment for the necessary broad, long-term change initiatives.
For years, HILL has partnered with school districts to shape and guide the process, deploying science-based, whole-school change through leadership development, teacher training, supportive coaching and a culture of accountability. The results? Sustained, systemic improvements in literacy rates.
Consider the HILL as your trusted guide through the complex process of school change. We'll help you strengthen schools, empower your teachers and give more students the gift of literacy. And, you'll realize measurable, reportable results that illustrate your success.
How The Hill Model is Different
- It's science-based. Our model is based on years of scientific research and experience in the area of whole-school language and literacy fluency transformation.
- It's proven. We have improved reading scores in high poverty, multilingual, and multicultural schools and districts by 20 - 40%. Despite high odds, strong school leadership helps to bring about literacy improvement.
- It is not a program or a “quick fix.” We implement a phased approach in which building blocks, knowledge, focus and commitment are used to create long-term sustainable results.
- It is a collaborative partnership. We work with your data, students, teachers and materials. Then, we fill-in content or literacy gaps and give you customized professional development that fits your needs. We do not start from scratch.
- We do not start from scratch.
How We Measure Success
- A solid partnership between HILL and your team. We require 85% participation of school administration, faculty and staff, strong and effective leadership, and a three-to-five year commitment to assure this transformation.
- Knowledge transfer — we provide training and follow-on support to ensure that educators have the necessary skills and tools to teach every child to read to his or her potential.
- Measurable results — school transformation is measured by percentage increase in literacy levels as well as observation of teacher classroom practice and school and district leaders' progress in implementation of school-wide change.
